No, that film is a few years old and shows Palestinians. Irregulars sometimes use ambulances because civilized nations won't attack them. It's the price of being civilized.
Of course, if are we talking your basic "kill 'em all and let God sort them out" scenario then being moral and civilized don't matter, does it?
