The Price of Dithering
There was a time when Western intervening in the Libyan Civil War would have had a potential upside with little attendant risk. That time is past. Any intervention now will require far greater risks of both casualties and failure.

'Tis better to have never considered a no-fly zone than to chat it up publicly and ultimately doing nothing. Or worse, acting so late as to be a futile gesture.
